Dear Brothers and Sisters in Christ,  Peace be with you!  

As the Shepherd of the Diocese of Laredo, I care deeply for your spiritual and physical well-being. Our present situation coincides with the liturgical season of Lent which is both a penitential season and a time of prayerful personal reflection.  Our faith is rooted in a total surrender and trust in God who has never and will never abandon His people. 

From the onset of the Coronavirus (COVID-19) outbreak, diocesan officials and I have been closely monitoring all official statements from the various agencies that have been entrusted with its response, ranging from the Centers for Disease Control and Prevention (CDC) to local health departments. We agree with these agencies that the best way to curtail the spread of this virus is to work together. 

Our priority and duty remains the protection of the Faithful through preventative measures. Previously, we took such measures to protect our worshipping communities. At this time, I feel it necessary to implement additional action. 

Effective at 12:01 am on March 19, 2020, until further notice, the following are suspended: 

• All regular public liturgical celebrations and gatherings
  • Daily and Sunday Mass. Catholics are dispensed from their moral obligation to attend Sunday Mass. You will not be committing a sin by your absence from Sunday Masses during this time.
  • Communal penance services
    • Individual confession will still be available in your parish Church or by appointment with your parish priest.
  • Devotional gatherings such as Stations of the Cross, recitation of the Rosary, Lenten mission talks, bible study groups, etc.   

• Religious Education/Pastoral Formation
  • Weekly catechetical classes (children and adults)
  • Retreats for those receiving First Holy Communion or Confirmation
    • These may be rescheduled for a later date
  • Celebration of First Holy Communion and Confirmation are postponed
    • First Holy Communion Ceremonies can be rescheduled at the discretion of the Pastor who should take into consideration public health officials’ recommendations.
    • Pastors should await rescheduling for Confirmations from the Bishop’s Office
  • Youth Group gatherings
  • Pastoral Institute Courses

• Church Movements/Retreats
  • All activities including but not limited to retreats, fellowship gatherings, and pre-Cana meetings.

• Fundraisers
  • Jamaicas, Bingos, and other fundraising events are to be postponed

For the spiritual well-being of the Faithful,

• Baptisms, Funerals, Quinceañeras, and Weddings will need to be strictly limited to immediate family members not to exceed 10 persons, including the celebrant in accordance with public officials’ restrictions.

The decision to suspend and postpone these pastoral activities has been made after much prayerful consideration. I know that community prayer and the sacraments of the Church are a source of great strength for the Faithful and that these measures will be painful for many. Our consolation in the face of this deep sadness must be that we are being given an opportunity to be united with the sufferings of our Lord Jesus. Our Savior began his ministry by going out into the desert alone and reminds us of our total dependence on the Father. “Whenever you pray, go to your room, close your door, and pray to your Father in private. Then your Father, who sees what no man sees, will repay you.” (Matthew 6:6) 

Out of solidarity and in Christian charity, I urge all the Faithful to heed the instruction to not horde food and supplies. Excessive buying is only perpetuating a problem and leaving some without access to the things that they need. In addition to what has already been expressed by public officials, I want to remind you, as your Shepherd, that excessive buying that concerns itself with only one’s own needs at the exclusion of others constitutes a sin against charity. Likewise, social distancing embodies our call to care for all of our brothers and sisters. Let us be governed by Christian charity. 

Now, more than ever, we must heed the words of Christ who told the Samaritan woman: “the hour is coming and is now here when true worshippers will worship the Father in Spirit and truth.” (John 4:23) God remains ever present with us. I invite you to take solace in the interior spiritual life: to partake in spiritual communion, to pray the Holy Rosary, chaplets, novenas, and spiritual reading of the Bible. We will soon make available, through the Diocese of Laredo website (www.dioceseoflaredo.org), resources for private prayer.  In a time of social distancing, we will find ourselves physically apart but our prayers will draw us spiritually closer to God and to each other. In my desire to remain close to each one of you, I will be offering the following prayer daily and invite you to spiritually join me in reciting this prayer:

Almighty God, our patron St. Augustine once remarked that “Our hearts are restless until they rest in you.” Look upon our restless hearts that yearn for your comfort. Dispel the fear that seeks to dampen our hope.
Through the centuries, we have witnessed your unending fidelity and unceasing love for us. Help us to place all of our trust in You.
Bless all those who have been affected by the Coronavirus throughout the world. You are the Divine Physician that can heal all illness.  
May your Holy Spirit keep us united in your love and guide all those who are working to protect us. 
Our Lady of Guadalupe, comfort us, your children.

Declaración Pastoral de Monseñor Jaime A. Tamayo  con respecto al Coronavirus (COVID-19)

Queridos Hermanos y Hermanas en Cristo: ¡La paz esté con ustedes!

Como Pastor de la Diócesis de Laredo, me preocupa profundamente su bienestar espiritual y físico. Nuestra situación actual coincide con la temporada litúrgica de la Cuaresma, que es tanto una temporada penitencial como un tiempo de reflexión personal hecha en oración. Nuestra fe está enraizada en la confianza y una entrega total a Dios que nunca ha abandonado y nunca abandonará a Su pueblo. 

Desde el inicio del brote del Coronavirus (COVID-19), la curia diocesana y yo hemos estado monitoreando de cerca todas las declaraciones oficiales de las diversas agencias a las que se les ha confiado la respuesta al virus, desde los Centros para el Control y la Prevención de Enfermedades (CDC) hasta los departamentos de salud locales. Estamos de acuerdo con estas agencias en que la mejor manera de reducir la propagación de este virus es trabajar juntos. 

Nuestra prioridad y deber sigue siendo la protección de los fieles a través de medidas preventivas. Anteriormente, tomamos tales medidas para proteger nuestras comunidades. En este momento, creo que es necesario implementar acciones adicionales. 

Efectivo a las 12:01 am del 19 de marzo del 2020 y hasta nuevo aviso, se suspende lo siguiente:

• Todas las celebraciones regulares y reuniones litúrgicas públicas. Misa diaria y dominicales. Los católicos están exentos de su obligación moral de asistir a la misa dominical. Usted no estará cometiendo pecado faltando a la Misa Dominical durante este periodo.
  • Servicios penitenciales comunitario (ejemplo: La Luz esta Encendida)
    • Confesiones individuales seguirán siendo disponibles en sus parroquias o haciendo una cita con su párroco 
  • Reuniones para devociones como el Vía Crucis, recitación del Santo Rosario, misiones cuaresmales, grupos de estudio bíblico, etc.
• Educación religiosa / formación pastoral
  • Clases de catecismo (niños y adultos)
  • Retiros para quienes recibirán la Primera Comunión o Confirmación
    • Puede reagendarse para una fecha posterior
  • La celebración de la Primera Comunión y la Confirmación se posponen
    • La Ceremonia de la Primera Comunión se pueden reagendar a la discreción del párroco, tomando en cuenta las recomendaciones hechas por las autoridades civiles.
    • La Oficina del Obispo se comunicará con los párrocos para programar fechas para la Celebración de la Confirmación.
  • Reuniones de grupos juveniles
  • Cursos del Instituto Pastoral
• Movimientos Eclesiales / Retiros
  • Todas las actividades incluyendo, entre otras, retiros, visitas al hogar, reuniones fraternales y encuentros prematrimoniales.
• Eventos de Recaudación de Fondos
  • Jamaicas (kermes), Bingos y otros eventos de recaudación de fondos serán pospuestos

Para el bienestar espiritual de los fieles,
• Los bautizos, funerales, quinceañeras y bodas no se suspenden, sino que deben limitarse estrictamente a los miembros de la familia inmediata sin exceder 10 personas, incluyendo el sacerdote siguiendo las restricciones recibidas por la Cuidad de Laredo. 

La decisión de suspender y posponer estas actividades pastorales se ha tomado después de mucha consideración y oración. Estoy consciente de que la oración en común y los sacramentos de la Iglesia son una fuente de gran fortaleza para los Fieles y que estas medidas serán dolorosas para muchos. Nuestro consuelo frente a esta profunda tristeza debe ser que se nos está dando la oportunidad de unirnos con los sufrimientos de nuestro Señor Jesús. Nuestro Salvador comenzó su ministerio saliendo a solas al desierto y nos recuerda de nuestra total dependencia del Padre. "Cuando reces, entra en tu cuarto, cierra la puerta y ora a tu Padre que está allí, a solas contigo. Y tu Padre, que ve en lo secreto, te premiará." (Mateo 6,6)

Por solidaridad y caridad cristiana, exhorto a todos los fieles a prestar atención a las instrucciones de no acumular excesivamente los alimentos y artículos de limpieza. Las compras excesivas solo perpetúan un problema y dejan a algunos sin acceso a las cosas que necesitan. Además de lo que ya han expresado los funcionarios públicos, quiero recordarles, como su Pastor, que la compra excesiva que toma en cuenta solo las necesidades propias y excluye a los demás constituye un pecado contra la caridad. Del mismo modo, el distanciamiento social representa nuestro llamado a cuidar a todos nuestros hermanos y hermanas. Seamos gobernados por la caridad cristiana. 

Ahora, más que nunca, debemos prestar atención a las palabras de Cristo, que le dijo a la samaritana: "se acerca la hora y ya estamos en ella en que los verdaderos adoradores adorarán al Padre en Espíritu y en verdad" (Juan 4,23). Dios permanece siempre con nosotros. Yo los invito a que encuentren consuelo en la vida espiritual interior: participando en la comunión espiritual, recitando el Santo Rosario, coronillas y novenas y leyendo la Biblia. Pronto pondremos a su disposición, por medio de la página de web de la Diócesis de Laredo (www.dofl.org), recursos para la oración privada. Nos encontramos en un momento de distanciamiento social donde estaremos físicamente separados, pero nuestras oraciones nos acercarán espiritualmente a Dios y a los demás. Deseando permanecer cerca de cada uno de ustedes, ofreceré la siguiente oración diariamente y los invito a unirse espiritualmente a mi recitándola: 

Dios Todopoderoso, nuestro patrón San Agustín nos enseñó que "Nuestros corazones están inquietos hasta que descansen en ti". Mira nuestros corazones inquietos que anhelan tu consuelo.  Disipa el miedo que amenaza nuestra esperanza. 
A través de los siglos, hemos sido testigos de tu fidelidad infinita y de tu amor incesante por nosotros. Ayúdanos a poner toda nuestra confianza en ti. 
Bendice a todos los que han sido afectados por el coronavirus en todo el mundo. Tu eres el médico de nuestras almas y puedes curar toda enfermedad. 
Que tu Espíritu Santo nos mantenga unidos en tu amor y guíe a todos aquellos que trabajan para protegernos. 
Nuestra Señora de Guadalupe, danos consuelo a nosotros que somos tus hijos.
